Hong Kong Social Workers' General Union

Thank you for your letter of 2 July which was

received in our registry on 14 July.

2.

I attach a copy of Tony Miller's reply of 1 May 1980 to the Union's letter of 29 April. As their letter of 29 April contains nothing new, but merely reiterates their previous demands, I concluded there was nothing I could usefully add to what had been said before or to Tony Miller's short reply of 1 May. A draft letter prepared but not issued is attached. Our difficulties remain as summarised in para. 3 of my letter of 24 March 1980 to Richard Clift.

As the Union's letter of 29 April also refers to Harry Fang's speech of 26 March in Leg.Co. I attach the relevant extracts there from and from my reply in Leg.Co. on 16 April 1980.

4.

Since the beginning of May there have been the following further developments:

(a) On 28 May 1980 representatives from the Union

called at Umelco and the duty roster Members interviewed them. At this meeting the Union's representatives complained about :

(i) the absence of detailed replies from

DSW to their letters;

(ii)

DSW not responding to their requests for a meeting;

(iii)

Government's refusal to have the Union's representatives on the Steering Committee.

The duty Umelco Members noted that my letter of 18 March had answered all their substantive points and advised the Union representatives that they should feel free to make representations to the
