(b) Overseas labour seminars organised by

international labour organisations

Some staff associations are affiliated to inter- national labour organisations such as Postal, Telegraph and Telephone International (PTTI); International Confederation of Free Trade Unions (ICFTU); Public Services International (PSI); International Federation of Free Teachers' Union (IFFTU), and the Brotherhood of Asian Trade Unionists (BATU). Through the se connections, officials of about 20 staff associations have been invited to attend various international seminars, conferences and courses on labour education, Where the main themes of the seminar are considered by Civil Service Branch to be appropriate to the training needs of staff association officials, paid leave is granted to the officer concerned subject to the Head of Depart- ment having no objection to releasing him. Most of the seminars are of short duration. They all lay stress on responsible trade unionism.

(c) Local seminars organised by

staff associations

Several staff associations including the Hong Kong Chinese Civil Servants Association, the Liaison Office of Public Service Unions, the Union of Post Office Employees, the Hong Kong Civil Servants General Union and the Government Clerical Staff Association have organised locally seminars on industrial relations for their own members, as well as officials of other staff associations. In most cases, the Government is asked to send representatives to speak on subjects such as staff relations. Some of the se seminars are supported financially by overseas bodies such as PTTI, PSI and BATU. Where appropriate, paid leave is granted to officers who are office bearers of staff associations to attend the seminars, which usually last from three to five days. About 30 staff associations have taken part in these seminars.
