During his visit on 7 January Mr Peter Williams Secretary General of this Commission, raised a point which may be of interest.

2. As you know, the Commission has included among its tasks for 1980 a study of existing civil service consultative machinery in Hong Kong with a view to deciding whether existing communications between staff management and the Commission are adequate. Mr Williams thought the Commission will probably need expert advice and he wondered if someone could be obtained from this country to spend up to two months in Hong Kong towards the middle of 1980 to have a general look at the consultative arrangements in the Civil Service. I replied that there should be little difficulty in finding such an expert and if he, Mr Williams, would provide a job description or terms of reference I should be very happy to consult my contacts, particularly those in the Advisory, Conciliation and Arbitration Service. Mr Williams confirmed that the Hong Kong Government would pay all expenses and promised to send me a copy of the terms of reference.
