In the light of the above questions, we wonder whether it would be possible to brief Clift for his forthcoming visit - on the F.C.O.'s views on our line of thinking. Additionally, perhaps your legal advisers could send us their views on the questions in paragraph 6 (a) and (d) above.

We shall also have to work out exactly what form consultation should take if the Hong Kong Government, with your blessing, should decide to proceed with codification. We have considered sending Mr. Peter Graham, the Senior Crown Counsel involved to confer with your legal advisers, but the need for this or otherwise can be considered after we have spoken to Clift (at the moment he is down for a session with me on Monday, 25th February) and received the legal views. We look forward to receiving your advice.
