Problem

1.

Viscount Cranborne MP (Dorset S - Conservative), wrote

to Mr Blaker on 25 July 1979 about a constituent's complaint

Mr Blaker acknowledged

against the Hong Kong Government.

Viscount Cranborne's letter on 1 August 1979 and sent him a

further interim reply on 18 October 1979. Viscount Cranborne's

office have contacted Mr Blaker's office enquiring about the

present position on this matter.

Recommendation

2.

I recommend that Mr Blaker send a further interim reply

to Viscount Cranborne on the lines of the attached draft.

Background

3. Mr Blaker commented on my submission of 8 January that there

may have been maladministration at least in relation to the tax

matter. I therefore took this up with the Hong Kong Government

by telegram asking for a reply by 25 January. They replied on

25 January saying that, since we had raised policy issues, they

could not meet my deadline but would reply within a few days.

As they have not done so, I have asked for a substantive reply

to be sent as soon as possible.
