1. Mr Robert Parry MP (Liverpool, Scotland Exchange Labour) has

put down ten PQs for written answer on 26 March.

2. All of them concern labour matters in Hong Kong and relate to two topical issues; four questions concern the Hong Kong Social Workers' General Union and six concern an academic study of labour relations in Hong Kong recently completed by Professor H A Turner. I submit draft replies and a background note which are based on information provided by the Hong Kong Government. OLA concurs.

3. Mr Parry has also written to the Secretary of State about the

Social Workers' General Union. Mr Blaker has sent him an interim

reply pending a full report from the Hong Kong Government.

4. Two Questions (numbers 5 and 7) relate to publication of Professor Turner's findings; I recommend that these be taken together. Professor Turner submitted his final report on Labour Relations in Hong Kong to the Secretary of State on 3 March. I shall submit on the substance of the report as soon as it has been fully considered both here and in Hong Kong.

5. The study was commissioned by the previous Administration as a largely academic and independently publishable work for which Professor Turner received funds from a very wide range of sources, including the ODA and the Hong Kong Government. The CBI and the TUC have been closely interested in the study throughout the three years it has taken to complete it. Professor Turner is sending copies of his report to all those who have collaborated in his study. The entire study will at some stage be published by the Cambridge University Press in its economic series. In view of this, it would seem reasonable to place a copy of the summary report in the Library of the House.
