In accordance with the usual practice any proposal made by the Administration based on the findings of the pay trend survey will be subject to the advice of Executive Council and to the provision of funds by the Finance Committee of the Legislative Council.

The processing of the pay trend survey in the normal way is, notwithstanding the decision referred to at paragraph 1, widely expected by both the public and private sectors. Should it be deferred pending consideration of the Standing Commission's recommendations on pay policy then adverse reaction can be expected from Civil Service Unions.

There is unlikely to be much criticism from the media or the public, though there may be some comment that the prospect of further pay increases for the Civil Service will encourage inflation.

It is proposed to issue a low-key announcement of the Commission's advice and of the fact that the usual pay trend survey is being carried out as a basis for considering any overall pay adjustment for 1980-81. The staff side of the Senior Civil Service Council will be informed of the decision before it is announced. The precise timing of the announcement will be considered after the Executive Council decision, as it may be desirable to adjust it in the light of other announcements of recommendations by the Standing Commission likely to be made in April.
