therefore be possible to recommend any pay award for 1980-81 so long as the decision stated in the first paragraph of this memorandum stands.

The Commission has recommended that the arrangements for the conduct of the 1980 pay trend survey and the subsequent consideration of its results should proceed as in previous years. In the circumstances, this advice is considered to be reasonable and, accordingly, it is proposed that although the Commission is not yet able to make recommendations on future pay policy this should not prevent the Administration from con- sidering the results of the pay trend survey when these become available later this year, and in due course recommending to Executive Council any proposed adjustments to the Mater Pay Scale which are considered to be reasonable.
