We have decided to adopt the second of the above courses of action. This has two advantages. First, it enables the Standing Commission on Civil Service Salaries and Conditions of Service to reconsider the upper points on the Master Pay Scale in the light of our recommendations, as intimated in paragraph 7.5 of the Commission's First Report on Civil Service Pay. Second, we shall be able to delay a final view on the size of the balance of the award for the Directorate until we know the extent of any likely service-wide pay adjustment for 1980-81.

We have concluded that Civil Service Directorate salaries now need to be raised substantially and accordingly recommend introduction of the following simplified Directorate structure and revised salary levels:-
