This leaves for consideration the adjustment to the Directorate scale. In the course of collecting data relating to the Master Pay Scale the PIU also collects some evidence relating to Directorate equivalents in the private sector. This suggests that increases for these staff were comparable with those for the top band of the Master Pay Scale. An increase for this period was not taken into account in the recommendations for a new Directorate structure in the Seventh Report of the Standing Committee on Directorate Salaries and Conditions of Service approved by Members on 6th May 1980 (memorandum XCC(80)55 paragraph 11). The Standing Committee has recommended the adjustment at Annex D. This consists of a taper from just under 14% at D1 to just over 9% at D8.

On 20th May 1980 the Council advised and the Governor

that the Government's acceptance of the Seventh Review by the Standing Committee on Directorate Salaries and Conditions of Service, the Standing Commission's Review of the Upper End of Civil Service Pay Scales and Report on the Pay of Staff of the Independent Commission Against Corruption by announced, together with the results of the Pay Trend Survey for all except the Directorate Scale, and that the Pay Trend Survey as regards the Directorate Scale be referred to the Standing Committee for advice in the usual way.

Members may wish to reconsider their advice that an announcement relating only to the Directorate should be deferred. In view of the size of the award recommended by the Standing Committee on Directorate Salaries and Conditions of Service, and approved by Members on 6th May 1980, a subsequent announcement could provide a second opportunity for public comment. In addition, it is anticipated staff at lower levels in the Civil Serv ice would react adversely.
