(b) that no amendment is needed in respect of the Director
of Education's powers under section 22 to cancel the registration of a school, as these powers are already subject to review by the Appeal Board. Furthermore, cancellation of registration can also be effected by the Governor in Council under section 69.
This course of action has been endorsed by the Board of Education.

Following discussions in the Board of Education and after consultation with the major sponsoring bodies and schools councils, the Director of Education has formulated a programme of consultative arrangements for aided schools to be implemented with effect from the 1979-80 academic year. These will include:
(a)
measures which aim at improving communication between the Education Department and the heads and teachers of aided schools, viz
(i)
(ii)
the organisation of seminars on school management and curriculum, to provide heads of aided schools wish an additional forum for discussion of professional matters between themselves and with officers of the Education Department; and the organisation of small-group discussions, with each group consisting of about 30 teacher representatives (one from each aided school) and chaired by a senior officer of the Education Department, to provide an additional channel of communication between aided school staff and the Education Department for an exchange of views on a variety of topics of mutual interest and concern, including terms and conditions of service; and
(iii) the strengthening of the relationship between
the Education Department and the heads and teachers of aided schools through more regular and closer personal contact;
(b) measures which aim at improving communication between the teaching staff and the management of aided schools, viz
(i)
the provision in the constitution of each management committee for teacher repre- sentatives to attend some of its meetings; or
