taking company with whom that person has deposited money,
the bank or company shall not pay any money to that person
without the consent of the Commissioner of the Independent
Commission Against Corruption. Section 8 further amends
section 14A by providing that a notice affecting immovable
property shall be registrable in the Land Office. A similar
amendment is made to section 14C by section 10.

Section 9 amends section 14B of the principal
Ordinance by providing suspects who have had their assets frozen
by a section 14A Notice with a right to compensation in limited
circumstances
9. Section 10 amends section 14C of the principal
Ordinance, which provides for the court to issue a restraining
order, by enabling the Commissioner to apply to the court for
such an order to be renewed after its initial period of
6 months for further periods of 3 months.

Sections 11 and 12 amend sections 16 and 17 of the
principal Ordinance, which provide powers to search premises,
by empowering the officer authorized to carry out a search to detain any person found in the premises until the search is completed. However, a person cannot be detained for more than
3 hours after first entry unless he is arrested.
11. An important aspect of the fight against corruption
is the confidence of the public that when they make complaints
to the Commission, their identity will not be disclosed without
their consent. It is considered desirable that this aspect be
reinforced by a statutory provision protecting the identities
