of service. In this connection the Director of Education has proposed to the schools' councils that the codes should include standard sets of terms of service and that these should be included in all future contracts, unless specifically approved by the Director of Education.

Schools' accounts and records.

Aided schools are already required under the terms of the Codes of Aid to submit their accounts to the Director of Education. Proposals for additional staff have been submitted by the Director of Education to strengthen the Accounts Division of the Education Department to enable its staff:
(a) to carry out more thorough inspections of schools'
accounting books and records to ensure that all forms of Government subventions are correctly applied to the purposes for which they were intended;
(b) to advise schools on accounting and other financial
matters;
(c) to organise training courses for school principals
and clerical staff on the keeping of proper accounts records; and
(d) to investigate complaints of financial irregularities and
malpractices in schools.

With effect from 21st June 1978, the Codes of Aid were amended to give the Director of Audit the right of access to the accounts of aided schools and the records of sponsoring bodies.
Prevention of Bribery Ordinance (Chapter 201)

There are technical difficulties associated with the recommendation of the Committee of Inquiry for the inclusion of aided schools in the Schedule of Public Bodies to the Prevention of Bribery Ordinance. The Attorney General has advised that organisations that are brought into the ambit of the Frevention of Bribery Ordinance as "public bodies" should be listed by name and that this list should be readily available to the public at large and particularly to those concerned with the management of a particular organisation, the employees of that organisation and persons with whom they have or are likely to have dealings. This means that 900 additional bodies would have to be added by name to the Schedule to the Prevention of Bribery Ordinance. It is considered that the psychological
