I should like to stress that nothing in the Ordinance prevents the exchange of gifts between private individuals so long as it is not in connection with the affairs of the school, or the making of a profit by the proprietors of private independent schools.

I am sure you will agree with me that the public has a right to expect all of us involved in education in any way to observe and set the highest possible standards, and this applies especially to subsidised schools. Clearly we should be aiming higher than mere compliance with the formal requirements of the law.

If you find that you need further guidance, please consult your District Education Officer, He may refer your question to the I. C. A. C. if it relates to the provisions of the Prevention of Bribery Ordinance.
