IMPLEMENTATION OF THE RECOMMENDATIONS OF THE COMMITTEE OF INQUIRY INTO THE PRECIOUS BLOOD
GOLDEN JUBILEE SCHOOL
Honourable Members may recall that, in the final report of the Committee of Inquiry into the Precious Blood Golden Jubilee Secondary School, which was attached to memorandum XCC(78)80 (annexed), various measures were recommended to minimise the possibility of a state of affairs similar to that which had occurred in that school from recurring in other schools in the public sector. These recommendations included a strengthening of the Education Department in its capability to respond to grievances and to offer advice and guidance; improving the channels of communication between aided school managements, staff and the Education Department; reviewing the statutory and financial controls over aided schools; and increasing the training given to senior school staff in management and administration. The Committee also recommended that the statutory power to close a school (as against suspending its activities for a period of time) should be transferred from the Director of Education to the Governor in Council.

On 17th October 1978 after considering memorandum XCC(78)80, Honourable Members advised and the Governor ordered inter alia:
(a) that the Report should be published as soon as possible (after the Chinese translation had been agreed with the Committee);
(b) that the Government should state that the recommendations
in the Report were generally acceptable and would be acted on, subject to any detailed advice of the Board of Education as may be necessary, and the voting of any necessary funds by the Finance Committee of the Legislative Council.

The Board of Education has been consulted on the measures to be taken in response to the recommendations of the Committee of Inquiry and these are described in subsequent paragraphs.
