(a)
there is no evidence to indicate that widespread corruption exists within aided schools;
(b)
there has been evidence of mis-management and peculation but these are matters which should properly be dealt with by the Education Department;
(c)
(d)
such corruption as may be likely to arise in aided schools can be appropriately dealt with under section 9 of the Ordinance;
the Attorney General is of the opinion that to make aided schools public bodies it would be necessary to name them individually in the Schedule. This would mean adding the names of some 900 schools to the Schedule. There would also be a need to ensure
that all school staffs, pupils and parents were appropriately informed of the legal position;
