Mr Jones referred to the fact that the submission by FED recommending that such a registration should take place had received Ministerial approval. He invited Mr Whomersley to give his views on what the proposed terms should be.

Mr Whomersley discussed with Sir James Henry and Mr Magnus the different categories of property to be covered by the Order and how this should be done. The general opinion was that different types of property need not be specifically categorised in the Order. The FCC would however divide the claims into different categories in their administrative handling of the registration.

It would also be necessary to provide in the Order for property which was lost in different ways, including dispossession by various means.

Mr Whomersley queried whether the registration would attract applications from many ethnic Chinese who had acquired citizenship of the UK and Colonies in Hong Kong, or whose heirs had done so, and who might then be in a position to make
