On the other hand, agreement on a standard unit of value might be a difficult matter which could cause adminis- trative problems and delay the advertisement of the Order considerably. Perhaps, on balance, it would be as well to proceed as suggested and then try to agree on a standard unit of value after the claims have been analysed.
