of your present policy here is perhaps in need of reconsideration in view of the discrimination to which it subject PRC passport holders, especially if we are not going to consider exceptions to the no transit visa rule. One particular problem is with those holding Chinese papers travelling with tourist groups.

We could agree to issue transit visas to suitably qualified travellers dn application. But this would involve more work than our establishment as of mid-
