Secretary for Security

30 th August 1980

Mr. Baron has now supplied us with his Degree Certificate from Cornell University in the U.S.A. and we enclose a copy of this. You will see that the degree obtained was a Bachelor of Arts but it is essentially an Economics Degree, although it does not appear so on the face of it. We are advised that the Dean of the Faculty in which the student has studied signs the Degree Certificate and you will see that Mr. Baron's Certificate is signed by Alfred E. Kahn, who was the Dean of the Economic Faculty at the material time. We are also able to enclose a copy of a letter Mr. Barron has written to Cornell University requesting evidence of the fact that he majored in Chinese Economics.

Finally, we enclose a copy of an invoice in relation to samples of certain PVC moving picture cards which have been manufactured by a company in Hong Kong at the instructions. of Mr. Baron. You will see that the invoice is addressed to Miss Angela Caesar, who is one of the beneficial shareholders of Wainfleet Enterprises Ltd. The invoice comes from the company called Optic Hong Kong Ltd., who trades under the name of Kenco. We are advised that they are the only manufacturer of PVC moving picture cards in. Hong Kong.

We consider that the information and documents enclosed with this letter provide further evidence of Mr. Baron's employment prospects and intention to work in Hong Kong and show evidence of the steps he has taken in that connection. We should be glad if you would kindly read this letter and its enclosures in conjunction with our letter of 21st August.
