IMMIGRATION FROM CHINA

You may be interested to see the enclosed copies of two recent editorials in the Ming Pao Daily about immigration from China and visits from China to Hong Kong. At a guess, some of the ideas and attitudes in the editorials may not be too far from the thinking of the NCNA.

We will, of course, write separately when our own thinking has developed further on ways to tackle the problem of arrivals from China on exit permits. (As you know, are already trying to sort out the related problem of passport holders in transit who remain in Hong Kong.)
