HONG KONG: NEW MEASURES AGAINST ILLEGAL IMMIGRANTS

1. The Hong Kong Government introduced tougher measures against

illegal immigrants from China at the end of October. They have so

far proved successful and have been well received in Hong Kong.

2. There is, however, one group, called the Wanderers Association,

who claim to represent illegal immigrants from China and who have

threatened to lobby the Prime Minister, The Queen and others in this

country.

I discussed this with the Governor when I was in Hong Kong

recently and he urged that the Association should not be seen here

either at Ministerial or official level. The group is not represent-

ative and is a Taiwan-backed body. I hope, therefore, that any

pressure to see these people can be resisted. If this becomes

difficult, I should be grateful if you would let me know.
