Your Excellency:

It is with a leaden heart that I in my capacity as president of the Free China Relief Association (FCRA) hereby wish to call your Excellency's attention the unprecedented grievous plight of refugees in Hongkong from the Chinese mainland. I do so in the earnest hope that through your Excellency's good offices, those who at the risk of their lives seek freedom from tyranny and oppression will receive fair humanitarian treatment and due protection.

The fall of the Chinese mainland 31 years ago started unending flows of freedom-seekers unwilling to stand misrule and persecution behind the Iron Curtain. The resulting serious refugee problems have since been objects of grave international concern. Because of its proximity, Hongkong naturally has been a major Chinese refugee destination. After surveying the situation there, Dr. Edward Hambro in his November 1954 report to the United Nations High Commissioner for Refugees (UNHCR) stated that the "Chinese refugees are important political refugees." The 12th UN General Assembly in 1957 pointed out in its Resolution 1167-12 that it recognized the issue of Chinese refugees in Hongkong as a matter of international concern requiring emergency relief as well as long-term assistance. Meanwhile over the years, those refugees have, with their skill and low-cost labor, contributed importantly to Hongkong's industrial and commercial development and overall prosperity.
