Members will be asked to advise whether:
the introduction of the Immigration (Amendment) (No 2) Bill 1980 at Annex A and the Resolution at Annex F into the Legislative Council on 23 October 1980 should be approved in principle, subject to the final advice of the Council on 22 October;
the Immigration (Amendment) (No 3) Regulations 1980 at Annex B, the Registration of Persons (Amendment) (No 2) Regulations 1980 at Annex C, the Immigration Ordinance (Part IVA) (Commencement) Order 1980 at Annex D, the Immigration Ordinance (Part IVB) (Commencement) Order 1980 at Annex E, the Carrying of Identity Cards (New Territories and Outlying Islands) (Cancellation) (No 2) Order 1980 at Annex G and the Carrying of Identity Cards (Frontier Closed Area and Mai Po Bird Sanctuary) Order 1980 at Annex H should be approved in principle and be made after the Immigration (Amendment) (No 2) Bill 1980 at Annex A has passed into law;
approval should be given for the final preparations for CHAMPION to be made in accordance with the timetable set out in paragraph 10 above;
all Unofficial Members of the Legislative Council should be briefed in strict secrecy by the Chief Secretary shortly beforehand; and
(e)
the Immigration (Amendment) (No 2) Bill 1980 at Annex A should not be published in advance.
(The Secretary for Security (Mr L.M. DAVIES), the
Political Adviser (Dr D. WILSON), the Law Draftsman (Mr G. P. NAZARETH), the Commissioner of Police (Mr R. T.M. HENRY), the Commissioner for
Labour (Mr J.N. HENDERSON) and the Director of Immigration
(Mr R. G. B. BRIDGE) will attend before the Council for the discussion of this item).
