a certificate of exemption granted by the Commissioner of Registration to a person by reason of old age, blindness or infirmi ty;
(c) an official passport, i.e. a passport issued
by a foreign Government to an employee of that Goverment for the purpose of carrying out official duties.
The record which an employer is required to keep is to be held at the employee's place of employment and, where there are more than ten employees in one place, it is to be in the form of a list giving the full names of the employee, and the type and number of identity document held.

A copy of the new Part IVB of the Immigration Ordinance is attached. While the new provision is not binding on the Government, is considered essential that the Govemment observes its requirements precisely.

Heads of Departments/Grades are requested to ensure that only candidates who are in possession of an identity document specified in paragraph 2 above will be considered for appointment to fill vacancies or as casual workers. They should now make arrangements to inspect the identity cards or, where appropriate, the other specified documents, of all officers serving in their departments and to maintain up-to-date records as set out in the new Section 17K of the Immigrati on Ordinance; this should be done by 3rd November 1980. If an officer fails to produce an identity document for inspection by that date, a report should be made to the Investigation Division of the Immigration Department. This should be in writing and copied to the Secretary for the Civil Service (for the attention of AS(D)). No disciplinary action should be taken against the officer without prior consultation with the Discipline Section of the Civil Service Branch.

If an officer is for any reason absent from work for the whole of the period up to 3rd November 1980, he should be requested to produce his identity document within 72 hours of his return to duty. Failure on his part to do so should be reported as in paragraph 4 above.
