HONG KONG: RECENT DEVELOPMENTS

1. Mr Blaker may wish to know the current position on major

Hong Kong issues:

Illegal Immigration

2. The Secretary of State has approved the implementation of

Operation Champion without further reference to Ministers (my

submission of 8 October gives the background) and has advised the

Prime Minister, the Defence and Home Secretaries of this on

,

13 October. The Governor has been to Canton where he had helpful

talks with Provincial officials Hong Kong telegram No 1375.

3. The timetable for Operation Champion is now as follows:

Introduction of Bill amending Immigration Ordinance into the Legislative Council and debate. After anactment of Bill the same afternoon, public announcement of the end of reach base policy and of new measures. Those already in Hong Kong who have not registered for Identity Cards told to do so before midnight on 26 October.

Special Registration Office open 24 hours a day if necessary.

New provision for removal and appeals become effective.

Compulsory carrying of proof of identity throughout the territory begins.

Employment of persons failing to produce proof of identity becomes illegal.

The average daily total for illegal immigrants repatriated

during September was 449.
