This secret telegram was sent from Hong Kong on 9 September and I understand was received in COD. It was not, however, sent to this department.

2. This failure has caused me some embarrassment. I complained at the time to the Hong Kong Political Adviser, who happened to be in London, about not having been informed by the Hong Kong Government of the action referred to in the telegram. I also quoted this as an example of Hong Kong not keeping FCO fully informed of significant policy decisions there. Dr Wilson wrote on 19 September (copy attached) to explain that Hong Kong had fact done what was required of them.

3. I should be grateful for an explanation of what happened in this instance and an assurance that necessary measures have been taken to prevent it recurring."
