ILLEGAL IMMIGRATION - MARITIME RULES OF ENGAGEMENT

1. I enclose a letter from Mr Mantell at the Ministry of Defence, requesting legal advice on the draft 'Rules of Engagement' set out in the enclosures to Mr Mantell's letter.

2.

We have consulted our own legal adviser on paragraph 5 and he knows of no statutory authority.

3. I should however be grateful if you would advise whether it would be necessary to justify any action under the Immigration Ordinance.

4. I must add that I find it strange that the Police should be seeking legal advice on this from us and through CAPIL.
