It was agreed that a letter would be sent to the FCO setting out the problem in advance of HE's visit in November when he would raise the matter with the Secretary of State. Meanwhile, there would be no approach to the Home Office.

University Fees

Sir E. Youde said that the FCO were trying to have a Cabinet paper prepared dealing with special arrangements for dependent territories and poorer members of the Commonwealth. There had been difficulty in getting the Cabinet office to agree to such a paper. But arrangements had now been made for a Cabinet office chaired inter-departmental meeting to discuss the problem.

It was agreed that we should wait until we saw how the Cabinet paper exercise went. HE would mention the problem to the Secretary of State in November.

Meanwhile, further thought would be given to how a special scheme, funded by the UK and Hong Kong, might be organised to maintain Hong Kong's educational links with the UK if attempts failed to have the decision on higher fees modified. A letter should be sent to Mr. Clift to explain Hong Kong's thinking about such a scheme.
