The Governor began by referring to his opening address to LegCo in which he summarised the effects of illegal immigration on Hong Kong. He then explained why the Government thought it preferable to change the policy despite the possibility of crime and corruption it would entail (pp 3 and 4). He then briefly described the new measures (pp 5-7). He summed up by appealing to the public to help enforce the legislation and ensure that it is effective in discouraging illegal entrants (pp 7 and 8).

3. The Chief Secretary then explained each provision of the new policy in detail before warning (para.19) that the measures would inevitably cause some distress and concern. He called for deter- mination to make the policy successful.

4. Oswald V Cheung, speaking on behalf of the Unofficials, repeated the reasons for the new policy. He gave his full support to it and to calls for cooperation from the public and from employers. He was content that the measures had been given full consideration by the Government and the Unofficials.
