How does the new legislation affect other illegal immigrants; eg: those from Taiwan, Macau?
They will continue to be dealt with as before, and if found to have entered Hong Kong illegally will be liable to removal. Moreover, they will be unable to comply with the new employment requirements.
How does it affect those Vietnam refugees who have been settled in China?
It does not affect them. If enquiries prove they had settled in China before entering Hong Kong claiming to be refugees directly from Vietnam, they will be repatriated to China.
Does this legislation not contradict the Governor's statement on television on October 3 when he said that at that stage the Government was not considering introducing new legislation to control the influx of illegal immigration from China?
The need to introduce new measures to control the influx of illegal immigrants from China has long been under review. We have now reached the stage at which additional measures must be introduced.
How is it estimated this new measure will affect our social programmes? Can any indication be given as to, if successful, how the housing and medical and health and social services programmes could be revitalised? Obviously if the new legislation succeeds in drastically reducing the number of illegal immigrants entering Hong Kong and it is sincerely hoped it will
then the severe effect it is having on those programmes as outlined by the Governor and others recently will be lessened. The extent to which that adverse effect will be lessened will depend on the degree of success of the new legislation.

Is it thought this new legislation will eliminate the underworld element involving illegal immigrants? For example blackmail and extortion activities. the other hand would it not mean that employers would layoff those without valid documents and that these persons would be forced to resort to crime to survive? It is hoped that all illegal immigrants from China now in Hong Kong will take advantage of the next three days of "grace" to apply for registration. Once they do this they cannot be blackmailed as they will be legal residents of Hong Kong. It is true
