Leon Brittan wrote to you on 3 September in reply to your letter of 30 July to Tim Raison, enclosing a letter about immigration from your constituent, Miss M E Hemmen of 46 Dawlish Drive, Pinner, Middlesex. Leon asked Richard Luce to comment on the Hong Kong aspects of Miss Hemmen's letter.
The policing of Hong Kong is the responsibility of the Royal Hong Kong Police Force and no British policemen have been sent there to combat illegal immigration. The Hong Kong force does however have a good many expatriate officers, recruited by the Hong Kong authorities in Britain.
On the military side the British garrison has been reinforced. Miss Hemmen may not know that the Hong Kong Government meets seventy-five percent (75%) of the cost the remainder being met by the British Government.
