When I was in the office last week you expressed some surprise that Hong Kong had not given you any warning about the new regulations for carrying identity cards in the New Territories.

Since coming back I have checked into this since I too was puzzled that they should have left it for you to hear on the information tickertape. I see that a telegram was in fact sent "Immediate" and "Desk By" on 9 September (Hong Kong telno 1141), the day on which the decision was taken by Exco. You should therefore have had the telegram before the new regulations were made public here.

It sounds as though something went wrong with the distribution of that telegram in the FCO.
