ARRINGTON'S VISIT TO CHINA: 2-6 OCTOBER

BRIEF NO. 8(c): ILLEGAL IMMIGRATION

POINTS TO MAKE

EXTENT OF PROBLEM

1. Very concerned about large number of illegal immigrants reaching

Hong Kong. When Mr Blaker raised this with the Ambassador in June,

the daily average was 262. In August, the average was over 400.

2. Much done by both sides to deal with the problem but we have not

yet succeeded in mastering it. Serious effect on Hong Kong. Risk to

stability and prosperity.

What more do the Chinese think can be done?

(If Chinese suggest that Hong Kong change policy of allowing

illegal immigrants who evade capture to remain): Hong Kong Government

have been considering this. Great risks but if there are no alter-

natives would be prepared to alter existing policy.

5. (If Chinese do not suggest changing the policy): If the Chinese

have no further measures to suggest, believe the time has come to end

present policy of allowing successful evaders to remain.

COOPERATIVE ACTION

6. But if this is done and flow still continues, build-up of sub-

merged world of illegal immigrants living outside law very serious for

Hong Kong.

Success in halting movement therefore vital. Depends on efforts on

both sides of the border. Will the Chinese intensify their measures?

Need to explain to residents of emigrant areas that, with no prospect

of employment in Hong Kong and every prospect of being intercepted,

no point in making the attempt.
