We were somewhat amused by the statement in FCO telno 810 to Hong Kong that "immigration in particular has normally been dealt with on this channel as an administrative regional question, rather than one of foreign affairs".

2. No doubt the word "normally" is a let-out, but for one reason or another immigration has been the Hong Kong subject on which the Ambassador, Kim Sullivan and I have perhaps spent more time in the Ministry of Foreign Affairs than any other. I suppose recently regional air services have taken over the torch, but that is with CAAC. Furthermore, immigration has been the subject which has consistently involved telegrams from yourselves or Hong Kong with a deskby Saturday morning priority. We shall remember your statement next time we are asked to help out, pull chestnuts from the fire etc, particularly on Good Friday, Boxing Day or August Bank Holiday.
