To give the deterrent maximum effect and ensure that as many evaders as possible were detected, the plan envisages that all persons aged 18 or more should in general terms be obliged, or in certain categories encouraged, to carry proof of identity at all times. Since evaders would no longer be issued with identity cards, this would be a key measure in facilitating detection. Any adult who could not produce adequate proof of identity would be assumed to be an illegal immigrant until the contrary was proved by him,
Exclusion from Employment

As an essential new deterrent,legislation is proposed to make it an offence for employers to employ anyone unable to produce proof of identity. This would make it illegal for evaders to get jobs.
