7. We have also received Hong Kong telegram No 702 saying that

EXCO will take the draft legislation on 10 June. I think this early

action is reasonable since Hong Kong need to have the legislation

ready in case rapid action is necessary. The fears which Peking

express in their telegram No 372, implying a possible leak, are not

really relevant, since EXCO have already considered the outline

proposals on 14 May and the discussion on 10 June will only add

some details to members' knowledge. I will submit on the draft

legislation shortly.
