(4) Any person who commits an

offence under paragraph (1), (2) or

(3) shall be liable to a fine of

$5,000 and to imprisonment for 2 years.".

Amendment of

regulation

19.

4. Regulation 19(2) is amended by deleting "these

regulations" and substituting the following

-

"paragraph (1)".

Explanatory Note

Regulation 12 of the principal regulations

makes it an offence to alter or deface an identity

card, to be in possession of a defaced identity card,

or to use an identity card belonging to another person.

These regulations

(a) extend the application of those offences

to all documents which are issued under the

Registration of Persons Ordinance, and make

it an offence to be in possession of, or

to use, forgeries; and
