Press and radio announcements made by GIS that with immediate effect:-
all illegal immigrants from. China, whether they have reached base or not, will be liable to be returned to China;
others
all persons required to obtain identity cards should carry them at all times it will be obligatory on D + 6; should for their own convenience carry some proof of identity (e g travel documents);
(c) all evaders from China already in Hong Kong
without identity cards should register their presence at the Immigration Department Special Registration Office at Victoria Barracks within 72 hours (failure to do so will render them liable to removal to China thereafter and result in their being unable to obtain, or remain in, employment).

An Extraordinary Gazette is published, giving details of proposed legislation.
Security Forces deployed at maximum strength on land border and sea approaches.
Policy and Operations Group commence monitoring implementation.
The Special Registration Office at Victoria Barracks manned by Immigration Department on a 24-hour basis.
Instructions issued by Security Branch to Departments concerned with the public regarding production of identity cards. Removal Orders prepared in respect of any illegal immigrants coming to notice who do not possess identity documents but no initiatives taken at this stage.
Enactment of legislation at one sitting of Legislative Council.
Carriage of identity documents becomes compulsory.
Checks on identity cards begin to be made by all arms of Government when contact is made with members of the public.
Police and Immigration initiate action to identify and apprehend evaders.
Employers become obliged to inspect cards etc of their existing employees and those applying for work.
