There remains the distinct risk that these measures would create an unstable underground community prone to crime. The extent and gravity of the threat posed by such a group would in part depend on which measures were decided upon. The implications for the evaders themselves and the community at large are discussed at Annex E. The latter comes to the conclusion that this particular consequence would not be so serious as to constitute a decisive argument against making any change.

Once we instituted the new policy we would have to stay with it. If it was found to be unpopular with the public, or to be affecting Police/ public relations, or to be difficult to enforce on employers, it would be impossible to cancel without inviting a new flood of immigrants. The only means of mitigating such side-effects would be the undesirable one of reducing enforcement.
