In your minute of 21 May you asked me to re-submit my sub-

mission of 14 May with a revised draft telegram making the point

that we would want the Governor to delay implementation of his

proposed measures until we had seen the result of our suggested

approach to the Chinese.

The Governor of Hong Kong's contingency plans to deal with illegal immigration are in his letter of 30 April 830 to Mr Murray.

2. Mr Blaker thinks the Governor's judgement that it is right to make contingency provision for the introduction of identity cards must be respected. Mr Blaker thinks this is nonetheless a disagreeable prospect. He agrees with Mr Murray that the main disadvantage is the possible creation of a forged identity card industry.
