As an indication of the scale of the problem facing the Hong Kong Government, you will be interested ta know that in the last two years over 250,000 legal and illegal immigrants are estimated to have entered Hong Kong from China. In a small territory where the population has in any case more than doubled from 2.36 million in 1950 to approximately 5.1 million today, the pressure on housing and other services from this additional group is extremely severe. As your constituent points out, Hong Kong cannot be expected to provide for them all.

Since, however, these people are not refugees there can be no question of our asking the other countries your constituent mentions to take these illegal immigrants from Hong Kong. There is, on the other hand, a major international programme for the resettlement of refugees from Vietnam, although the rate of outflow from Hong Kong is still slow and nearly 43,000 are still in the territory.
