Analysis of arrivals at Lowu from 17 to 23 March 1980 of travellers holding travel documents issued in the People's Republic of China

Within this period 827 documents were recorded, covering 1,069 travellers. The great majority were valid for return: of the 71 single journey permits recorded in this period, 48 were issued in places in Guangdong province other than Guangzhou; 7 were issued in Guangzhou, 5 in Hubei, 5 in Hebei, 1 in Anhui and 5 in Guichou. Permits were issued for varying periods of validity (in the case of single journey permits the period refers to the time within which the permit had to be used). Of the 827:

Within this period 51% of the permits issued in Fujian province were valid for more than 1 year and 26% for one year. 39% of the permits issued in Guangzhou were valid for one year.

The place of issue of the 827 permits was as follows:

293 (35%) places in Guangdong other than Guangzhou 192 (23%) Guangzhou

162 (20%) Fujian province

45 (5.4%) Jiangsu province

135 (16%) 14 other provinces

During this period only 11 'pink' permits were issued: these were from Yunnan (10), and Fujian (1).

Most of the permits were issued in the two months prior

to the travellers' arrival in Hong Kong:
