ILLEGAL IMMIGRATION FROM CHINA

You will have seen separate telegrams reporting on illegal immigration. You should also receive by bag a copy of a map showing arrests in December by sectors in Hong Kong. Technically this map and the total figure is restricted in that we do not generally issue publicly arrest figures but always give figures for those arrested and repatriated. In fact we have passed this and similar maps to the NCNA. When we do so we always make the point that these are provisional figures often slightly adjusted because, for instance, some people are subsequently found to be in fact Hong Kong residents who have initially been unable to produce convincing proof and who have, therefore, figured in our arrest statistics.
