Under construction since August 1979 on site to North West of town centre, two kilometres beyond Harpers car assembly plant. Buildings, area 10,000 sq metres erected on 40,000 sq metre site and near completion, and some machines delivered but not installed. Opening date for production of 24 April 1980 seems therefore optimistic, also full capacity target date
of end June 1980.

Compensation trade project. Land and labour force of 200 provided by Shenzhen (except for a few technicians) at RMB ¥1,600,000. Machinery imported from Heidelberg) and buildings provided by Good fear (Jia Nian) company, Hong Kong, valued at HK $16,000,000. Good Year will provide raw materials and sell finished products. Income from sale of products, at fixed price to be agreed between parties will repay Good Year investment hopefully over a period of three years, after which it will revert to Shenzhen. No interest will be charged on Good Year investment, but latter are expected to sell goods from Hong Kong at a much higher price, and will continue to do so after investment is repaid.
Control of the enterprise is in the hands of a board representing the Guangdong Export Commission, the Shenzhen Foreign Trade Bureau and Good Year, on which the Chinese have a majority. Management of production as of construction, will be in Good Year hands, whilst the personnel and overall site manager is a Chinese appointee.
