SUPPLEMENTARY BRIEF: IMMIGRATION FROM CHINA
1.
The Political Adviser in Hong Kong was told by the Second
Director of the NCNA office there, Li Jusheng, on 7 January that
new regulations to control illegal immigration had been introduced
on 1 January. He attributed the drop in numbers since then to
these new regulations (in the first week of January the daily average of arrests was 129), and hoped that this would continue although he referred to the problem of dealing with the racketeers
arranging movement of illegals.
2. On legals, Li reiterated that great efforts had been made
to reduce the numbers, though he was evasive about when these
efforts might be reflected in a reduction in the numbers crossing
the border.
