Democratic Reform. The Governor is to consider the question and let us know his views. However, although the ball is in his court, we will need to consider whether Mr Blaker should give any interim reply to the approach by the Urban Councillors last October and how he should respond to the next group who will be here in a few weeks. Action: Mr Williamson should consider and draft.

New Territories Leases. The Governor has undertaken to discuss with Mr Cradock. However, we should put forward

any ideas of our own on alternative ways of tackling the problem.

Action: Mr Williamson to arrange for draft. Query hr Webb.)

Immigration. Apart from watching the daily figures carefully, and considering whether further representations should be made in Hong Kong, Peking or London, we need to consider whether the Governor should be encouraged to tackle the problem of legal overstayers. Action:

Could the three of us discuss soon?

Vietnamese Refugees. :o immediate action but we need to watch in case the moratorium looks like breaking.

Hong Kong Garrison. Again no immediate action but we need to be ready to support Hong Kong if required once the financial negotiations start. Sir P Haddon-Cave will almost certainly lead the Hong Kong team. We should keep in touch with :OD on their thinking. Are there any remaining problems on the short-term reinforcement?

Air Lervices. No action until the hearings are resumed. Farticularly when the CAA decision is given we will need to keep in close touch with DOT.

Hong Long/US Textiles Agreement. We are dealing with this separately.

Parliamentary Pressure on Hong Kong. This was not fully discussed with the Governor. We should consider further Fir urray's suggestion that Mr Bray and I should look at ways of educating MPs about Hong Kong.

Nationality Law. Being dealt with separately.

Hong Kong Judges. I am writing to the Governor.
