1. Sir S Y Chung has recently written on behalf of his Unofficial colleagues on the Executive and Legislative Councils to the Governor of Hong Kong. In his letter he asked for a restatement of the FCO's consular obligations for a resident of Hong Kong, and the Governor has passed this request on to us.

This request has been stimulated by the White Paper on Nationality Law which is viewed with some suspicion in Hong Kong. It would be very useful in restating our consular obligations to Hong Kong residents to be able to quote from some official document, e.g. D.S.P. I should be grateful for any suggestions you can make at your earliest convenience.
