territory with both parents for three years before it will be entitled to registration. This would exclude the child sent to a dependency for education or who is residing there with only one parent, but if such a case merited registration for other reasons it would be open to the Governor to exercise his discretionary powers under a different section.

Paragraph 9: Crown Servant for the Purposes of British Citizenship

7. Again, the definition of a Crown servant has still not been drafted by the Home Office. Nationality and Treaty Department have the position of HMOCS's very much in mind and they will probably be covered. The inclusion of British citizens recruited locally by the Hong Kong Government may be more difficult but we are sympathetic to this suggestion and we are pursuing it with the Home Office.

Paragraph 12:

Expatriate British Citizens

8. As I mention in paragraph 5, above, difficulties have been encountered in the drafting of a definition to cover persons employed in certain types of business or other organisations based in the United Kingdom. Whilst it may not be possible to cover every expatriate British businessman with firm connections with the United Kingdom the Home Office is conscious of the position of those and similar persons mentioned and they hope to be able to overcome the difficulties.
