SUBJECT:

WHITE PAPER ON NATIONALITY

1. The Home Secretary has said publicly that he hopes to

issue a White Paper on nationality before the summer

Parliamentary recess. On present form it could be nublished

in the last week of July. It has been agreed that

or senir advisers

Governments of dependencies may be briefed on the contents

of the White Paper in confidence on the day before

publication in the UK. We will telegraph to you the date of

publication when it is known. The purpose of this letter is

to provide you with briefing material for that time.

I enclose:

a) a copy of the draft White Paper as it was put to

the printers (it might undergo some minor changes at

the proof reading stage);

b) the text of an explanatory leaflet which we are

making available to answer questions from interested

persons, and which we shall use for the same purpose;

a note of the main points which you could draw on

as appropriate to brief the Government/your advisers.

You may at your discretion hand over (a) and (b) on a

confidential basis pending publication.
